2025 was a landmark year for the Œuvre Nationale, marked by tangible progress, meaningful projects and strong collaboration with our partners, beneficiaries and all those engaged in social and community life in Luxembourg.
All these actions were made possible thanks to the proceeds of Loterie Nationale, which are entirely allocated to Œuvre and support our public interest mission.
Here is a retrospective look at twelve months of initiatives and collaboration.
Œuvre Nationale plays a central role in societal transformation in Luxembourg by adopting a people centred approach that places beneficiaries at the heart of its activities.
Thanks to the revenue generated by the National Lottery, it supports sustainable actions across five areas. These initiatives respond to societal needs, with the ambition to improve living conditions and drive lasting change.

It supports organisations leading meaningful projects so their initiatives can be realised and create lasting impact.
Across all five areas, particular attention is given to projects supporting young people.
To identify unmet needs for people with specific requirements
new definition of the Environment area, launch of the Greenline, a framework aimed at further promoting and supporting projects with a positive ecological impact and the reNature 2 call for projects , dedicated to restoring biodiversity
New definition of the Culture area, organisation of training on cultural mediation and closing event
A new approach to sports activities, led by Pete Kercher, expert in inclusive design
Annual exchange day with social offices and dedicated call for projects
Held at Parc Merveilleux in Bettembourg, with more than 2,000 children and adults attending
Any initiative that serves the public interest and supports society’s most vulnerable deserves to be recognized and funded, which is why Œuvre supports nonprofit projects — primarily in the social sector.
More than half of the funding was allocated to the National Solidarity Fund and 30 social offices to support the most vulnerable

The resources of Œuvre Nationale mainly come from Loterie Nationale. The latter was established in 1945 to fund the philanthropic activities of Œuvre Nationale. The profits generated by Loterie Nationale’s games are entirely transferred to Œuvre Nationale, which redistributes them by supporting stakeholders or projects of general interest in Luxembourg.

Loterie Nationale distributed €21.7 million in commissions to its network of retailers, representing direct economic support for the Luxembourg commercial sector, particularly the HORECA sector
A public institution under the supervision of the Prime Minister and governed by specific legislation, Œuvre Nationale is managed by a Board of Directors responsible for both Œuvre and Loterie Nationale.
To support the Board of Directors, the Œuvre has established specialised committees made up of Board members, alongside advisory committees that bring together Board members, Œuvre staff, and a wide range of external experts with diverse profiles and expertise.
